As the Project Management Consultant (PMC) for the Umbai, Melaka Reclamation Projects, Thiviya Builders (M) Sdn. Bhd. is responsible for overseeing the successful planning, execution, and completion of the entire development in line with regulatory, environmental, and commercial objectives. Their key functions include:

1. Project Planning & Coordination
  • Develop detailed project execution plans and timelines.
  • Coordinate between government agencies, stakeholders, contractors, and consultants.
  • Ensure alignment with state and federal land reclamation and development policies.

2. Feasibility & Technical Oversight
  • Assist in the preparation and review of feasibility studies, including environmental impact assessments (EIA), hydrology, and soil investigations.
  • Provide expert recommendations on engineering design and marine works.

3. Regulatory Compliance
  • Facilitate applications and secure necessary approvals from authorities such as PLANMalaysia, DOE (Department of Environment), and Jabatan Laut.
  • Ensure all reclamation and development activities comply with Malaysian environmental and maritime laws.

4. Procurement & Contract Administration
  • Advise on procurement strategy and tender management.
  • Evaluate bids and assist in the selection of qualified contractors and consultants.
  • Administer contracts to ensure adherence to scope, budget, and quality standards.

5. Construction Supervision & Quality Control
  • Monitor construction activities for compliance with design specifications and safety regulations.
  • Conduct regular site inspections and report progress to stakeholders.
  • Implement quality assurance/control procedures throughout the reclamation and development process.

6. Stakeholder Engagement & Reporting
  • Liaise with local communities, investors, and government agencies.
  • Provide regular progress reports, financial updates, and risk assessments to the project owner/investor consortium.

7. Risk Management
  • Identify potential risks related to environmental, technical, or financial aspects.
  • Develop mitigation strategies and contingency plans.
